i do not know if there is/is not such a rule or the screeners did what they do best at times (n.b. at times & not always) and make up the rule on the spot. afaic, it is a personal electronic device and unless someone can cite the rule, it's just like a cell phone-it can be on while land side and must be off while in flight. that's it-period
