You want to know whats worse? The international is $250. I would love to speak to someone high up at Delta who contributes to the decisions to implement/raise such fees and have him look me dead in the eye and say with absolute conviction that even HE (or SHE) didn't think these fees were absolute BS. I mean, we all know this fee is BS, so I would love to hear the explanation behind it. Besides squeezing every sent out of you consumer, what would the legal standing be behind such fees; what the heck does it actually "pay" for in there eyes.
I doubt that it really "pays" for anything. Maybe $150 domestic/$250 international is just the price point at which people are discouraged from changing their ticket. Perhaps Delta (or any airline) would actually make more money from change fees if the fees were less as more people might pay them. However doing that might make load factors less predictable and cause other issues.
Just my 2 cents.
