It's not off topic at all but your note has encapsulated the sentiments of several threads where Ambassadors and RAs have found contradictory information particularly since IHG have recently announced "improvements" to the programme. One person at IHG Amb desk will tell one member one thing only to be contradicted by another agent talking to another member - and both seemingly contradicted by the different properties.

My request (described in this thread by an IHG employee as "wanting everything for nothing") was simply to request that IHG state clearly when they announce an offer if it carries any unexpected restrictions so that members are enabled to make informed decisions about what rate they should choose rather than have it become a lottery.
