Your waiter lied to pad their pocket. I doubt that much if any of the 15% service charge goes to the waiter, but I'm sure it doesn't go to the government...it goes to the Hotel to pad their profit. This 15% is why I refuse to eat in hotel restaurants in Shanghai, especially when there are so many other good restaurants where the thought of a 15% service charge on top of the bill is laughable.
