Welcome to the board.
I think that only certain fares are eligible to be able to be upgraded using miles in advance ( ie from Economy to Premium Economy the Economy fare will have to be Y,B,L ( ie the most expensive fares), likewise from PE to UC it will have to be from the W or K fare class ( most expensive & flexible PE fare)- Here the T& C are a little unlcear as although it says full PE fare, K class is a discounted PE fare.
The T&C does state that qualifying fares may vary so you may want to contact VS FC for the exact requirement.
You may be able to upgrade on cheaper tickets at the airport on the day of departure ( alothough at christmas this might not be possible)
