I gleaned some more info from the website:
1) Investors: Two of the company's major investors are Rio Hotel & Casino, Inc. and Harrah's Entertainment, Inc., each of whom contributed $15 million. City Ticket Offices in the two Las Vegas hotel properties where passengers can check-in for their returning flights, the sharing of marketing database information, and co-op marketing/advertising/public relations. Wexford Management, LLC also invested $7 million and will be National Airlines' regional partner.
2) Travel agent commissions: National Airlines will pay travel agents 10% commissions on all tickets sales through 1999 (which is much higher than they get from the majors).
3) Seat config: 22 first class seats and 153 coach seats. A typical Boeing 757 aircraft has 190 seats.
Catman - here is an entire web site dedicated to the old Florida Airline "National Airlines", which ceased operating as National when PanAm acquired them in 1980.
