Sorry, didn't see your question earlier as I got distracted and wasting time arguing with some troll ( will ignore him from now on ). Not able to speak Mandarin or Cantonese isn't much of a problem bec you can take the subway and there are clear signs in English in many places and in public transport. Many Hong Kong people speak English too. Eating out might be more challenging because local food stall and restaurants may not have menus in English but most of those in the malls do.
Some cabbies can speak simple English and if not, you can always get the hotel concierge to write down the names of the places you want to visit in chinese.
Although I feel the FS is a better hotel, but I think the Pen should work out for you nicely since it's still one of the top hotels in Hong Kong. Can't really go wrong. Wish you have a great time visiting Hong Kong!
