Not sure about agents at HKG, but you can wait until you get to Macau. There are booking agents there at the ferry terminal in Macau.

And hotels are not THAT cheap. Roundtrip ferry tickets are already HK$250 with discount. Hotel room starts at around HK$300/room. More choices at the $400-500 level. Higher on weekends and holidays, of course.

The so-called "package" is simply a small discount on the ferries.
