Yes, this can happen. I've seen cases where EF showed F0, and I asked an EXP rep or at the AC. They told me that there were seats, but they had zeroed out the inventory as Y might be oversold. So, there are no seats for sale (hence F0) but there are actually empty seats. We've gotten our upgrades in all of those cases.
