Because this requires an agent to make a call with somewhat unclear rules. A possible misinterpretation of the rules may lead to a significant fine therefore an agent who for whatever reason has doubts is likely to refuse to issue a BP.
Unfortunately this already happened to one FT MRer and another one was warned over the phone. Obviously there are success stories too but there is risk involved. YMMV
