I don't agree with this. Booking PC awards for other is permitted. There are several ways to legitimately book a PC award for somebody else.
1 - Make the rez over the phone rather than online.
2 - You can book in the normal way and email/call the hotel and they will switch the rez name.
3 - You can put a note in the <comment> field that the rez is for <name of person>. This usually works, but not always, and on checkin your friend may need to mention the name of the PC account holder.
4 - You add your friends name as an additional gues.
Only #4 requires and degree of "pretending", and even in that case it is arguably not in any way dishonest, as it is simply a device to get around the limitation of the online booking system.
