Is this your first trip to Asia? How is it you not know that Hong Kong is THE shopping destination in Asia? Everything you want is there, if you want to do some SERIOUS shopping, $6000 HKD is not nearly enough but it will be if you are just doing general souvenir shopping and have some good meals.
I spend on average 4-5 days per trip 3 times a year and I always wish I had more time in Hong Kong.
Just an observation though, when in HK I find I don't spend much time in my hotel room, there are always so much to see and do. Average residence in HK is also quite small as space is a premium and you will have to get use to the smaller personal space although not quite as bad as Tokyo.
I noticed your budget of 10,000 HKD for hotel and 6,000 HKD for shopping and food. If it was me, I will not necessarily choose a suite but a good size room in a nice hotel and budget more for shopping and food

as many locals do... they trade space for other luxuries...
Most people in HK speak English, it will not be a problem. You may have some problems with local taxis and smaller restaurants but it doesn't sounds like you will venture into those and hotel can help you with taxis.
What is expensive or inexpensive in HK? Well, depends, but Hong Kong is a well-structured modern city and with the exception of street markets, everything is just as civilized as any U.S. cities. I haven't been to Seattle but I can imagin it is no where near the energy you will find in Hong Kong.
I will say the closest city in style to Hong kong in U.S. will be New York city but of course, Hong Kong is cleaner, more efficient, and far more exciting in my opinion.
