The easiest way to think about this is as follows:
Tier miles are collected by the people who FLY - and stay with them. This is what makes a member able to climb through the tiers (Silver/Gold) and have access to the extra benefits. This is irrerspective of any Family Memberships. With Family Membership the only thing which is different is that all of the Guest Miles earned by all of the family members (i.e. the miles you can spend on rewards) go into one account - that of the Family Head.
