I have a carry on that is just the right size. I fairly regularly get asked by security to demonstrate it fits in the measurement cage. It just fits in the overhead wheels first (except on some plane that is occasionally used LHR-HEL, where no-ones bag seems to fit!) So an extra 3cm may be a problem and stand out.
