I'm having a tough time finding where the room upgrade is not somehow tied to availability.

The overall option appears to have availability tied in through:
A space-available room upgrade, including breakfast.

Assuming the executive floor upgrade is unavailable, it still looks like the upgrade is based on availability of the next best available room type, with certain high end-room types eliminated regardless of availability:
If an Executive Floor room is unavailable, you will be upgraded to the next best available room from the room type booked. Upgrades exclude suites, villas and specialty accommodations.

If the hotel room types are basic, deluxe, suite, villa, and specialty, and you have a basic room reserved and the deluxe rooms are already sold out, I interpret the above to mean you would not receive an upgrade.

Is there some other text that indicates an upgrade will be provided regardless of availability?
