It sounds like the passengers may have been deportees. It also sounds as if the police officers you mention were probably Customs and Border/Immigration personnel who are armed and wear dark uniforms which look like police uniforms.

That they boarded with the three passengers, and then left the plane before departure suggests it was a deportation. Extraditions usually require an escort for the entire journey, and the escort is usually plain clothed.
