Sounds from the article like it would be marginally cheaper, but not free:

"on Gogo-equipped flights longer than three hours, you’ll be charged $12.95 to access the Wi-Fi service on your laptop. On flights three hours or less, the price will be $9.95. But if you connect using only a handheld device instead of a laptop, then the price will be “only” $7.95 for the entire flight."
