Are you sure that the shower was set on "full" power correctly? I made this mistake at a brand new Hampton Inn a couple months back - actually called the front desk to complain about the low pressure. I realized the next day that there was a "pressure" control for the showerhead underneath the temperature knob, and it was set as low as it could go - probably got brushed over while the shower was being cleaned. Definately made me feel stupid but I'm not used to showers having more than on/off!
While anything is possible, I tried switching back and forth between the tub and shower flow several times without any luck. I did not see any additional controls nor, based on the age of the equipment, do I think this was new enough to have any such feature.
