According to TA's FAQs on edits or retractions: "...Currently, you cannot edit a review once it is submitted. However, if you'd like to make a change to your review, please e-mail us. We'll remove your review so that you can resubmit an edited version..."

So that would indicate that you can rescind a bad review if TA agrees with your request to do so.
