JFK, LaGuardia (and Newark, too) are known to be delay hell-holes at that time of day on a weekday. None simply has the surplus capacity to make up for any weather disturbances in NYC (or within a thousand miles) earlier in the day. Pick the flight by travel time to airport first, and aircraft second.
