I have purchased these two years running, but won't renew this year. We can get a cash fare for most routes cheaper 90% of the time. But for last minute travel, it rocks. We just don't have 30 credits worth of last minute travel in a year with budget crunches

As for why you have to be a business, I'm not sure. You could get around this problem by getting a business number just for this purpose I suppose. Air Canada has never asked me for proof of being a business but I could provide it if asked.
