It allows the credits to be split between up to 8 travellers. This is just speculation, but maybe they don't want friends ''joining forces'' and splitting the cost to buy the pass and sharing the credits. Who knows.
Bottom line is, buy 3 ten credit flight passes and get over it. Big deal
