Don't get too excited: it simply means that Hertz is moving to a different model for charging for one-way rentals. They will still price them "competitively", which in many cases still means high rates. (Although NY-to-CA for $33/day with no mileage fees is a very good rate!!)
I don't know. I just tried comparing a regular return rental (KOA, May 17, 7pm-10pm) and a one-way rental (KOA to Waikoloa Marriott, same day and time) and got exactly the same rental cost. Obviously this is not an exhaustive search, but it looks to me like they are not charging more for one-way rentals...
