I guess I could have answered my own question if I had spent more time searching the Hertz website. From Hertz.com: Products and Services -> United States -> U.S. One-Way rentals:
"Competitive rates with no separate Drop-Off Fees"

I think this is new - I swear I tried to reserve a one-way rental in December and they were going to charge me $50 extra...
