What are points worth to you. If worth 2 cents each, paying $30 for as few as 1500 miles is breakeven. For domestic use I value points at 1.5 cents, so it would take 1000 miles for every $15 in fees.

If Amex has never waived fee for you in the past, ask their help in straightening out account and see if it will give you a full or partial waiver.
