You should have had access to the Holideck as a ST E+ and you can access it as a PC member. It also is eligible for AmEx Platinum card access based on a post from CO Insider back when the lounge selection was made official.

As for access to a PC with a PC membership you do not have to be flying at all. So flying on a different carrier doesn't matter.
