That's what I suspected too, esp when the Business-Flexible fare is higher than the Business-Standard. I am just copying the information from the website.

I have bought a "D" class fares TPE-SIN-TPE with no stopover allowed in HKG earlier this year. The current "I" class fares TPE-CDG-TPE does have 1 stopover.
