1. The flight is not oversold until more passengers show up at the gate holding confirmed tickets than there are seats on the plane. Prior to that, it may be considered overbooked. Most overbooked flights do not become oversold.

2. Blocked seats are not released because the flight is overbooked. Releasing blocked seats would not help anything if the flight subsequently became oversold. If anything, it would make an oversold situation worse.

3. Disabilities are not always readily apparent to the naked eye.
