Upsell by F/A onboard?

I happened to notice a reminder memo on the counter at a gate in DIA while waiting around on a layover on 4/1 wondering if it was going to snow...

The memo stated that upsell can be done inflight only after the door is closed and flight is finalized by CS. It also reminded you that F/As are not allowed to process any upsell on the ground.

What struck me as odd is that is also said to please not announce it to the public as only 3 upsell on "narrobody" A/C and 10 upsell on widebody A/C can be processed.

Seems a bit crazy they expect 3-10 people to ask without announcement about upsells. These are upsells from E- to E+ or Y to C/F?

Apologies is this is old news. I tried to do a FT/google search for upsell onboard and didn't see anything United related. Thought it might be related to the new credit/debit cash-free systems onboard.
