Solution: I told Citi to use a different non-Citi Visa with a very high cash limit & paid Visa before the Citi charge hit so no cash advance fees should accrue. If they do, I'll post back here.
Have never tried it with US Bank, but I funded my Citi account with Continental Chase card as recent as 2 months ago and my dad funded his with United Chase card as recent as one month ago. It was a little hassle for my dad though as he initially got declined, and had to call in and insist that it's a purchase not an advance. Worked out fine at the end.
