As Richard pointed out, there are a few places that arriving passengers can go through transit security and up to the departures level. If you were to hang out near one of them in the hope of surprising your friends, theymight go through a different one and you'd miss them.

Why not forgo the "surprise" aspect of this, and just tell them to meet you at the sushi restaurant in the departures area?
