I don't doubt that what you say is true, but the press release from UA in post #9 on this thread, clearly states that the passenger must be in uniform to receive the benefits:
I emailed 1K voice about 9 months ago to get a clarification and they said they had extended it to people traveling on orders out of uniform - for security reasons not everyone wants to travel in uniform.
