I'd settle for upgrade vouchers, ala the GUF2 that BAEC hands out upon reaching a certain level of TPs beyond regular Gold. A limit to 2 a year (or 1 per year, 1 for companion), systemwide availability, ability to bypass the upgrade lottery.
