When are new promotions normally announced? Is there a pattern?

I'm looking for flights to Europe mid June returning mid July. UA economy fares have hoovered in the area of $1,000 for the past month. With the double elite qualifying mile promotion expiring on June 15th I don't know whether I should wait, or book.
