To my knowledge vouchers can be turned over to another person. I would just call Delta and say a colleague has a voucher that I want to use what are the rules.
Read the fine print. I'll bet they're transferable but can't be sold or bartered. Doing this in any on-line medium runs the risk that the other party will be a Delta setup.
