The problem would be a lack of consistency in the product. If customers know that BA can be talked into changing a flight even if on a non-flex ticket, it will affect the sales of flex tickets.
In the end this will put a lot of pressure on the BA staff who must decide when it's ok or not to bend the rules. Passengers who are refused will be angry and complain: "But this was ok last week", "My buddy was allowed a change yesterday".
