Basically they probably did not sell the fare bucket on the flights that you wanted. So the agent tried to make it simple for you (you can change the date but not the time) but did not know you where a FT nut... No special ticket condition but no seats available in your fare class would have been the right answer.

Logically to protect people flying cheap on expensive times etc.
