you can try going to the German or French or Danish or wherever you want to go car rental sites and check it out. You just need to use the country's internet suffix e.g. hertz.de or avis.de in Germany. There is also a company called Sixt which is very good. Enterprise, unfortunately, doesn't exist in Europe, I think.
There is one other car that's very small and where a 30" bag could be a problem but I am not quite sure. It's the Smart. These can be rented, too.
I think a great car for a family trip in Europe would be a Mercedes A class. Safe, not too big but still roomy, low consumption, higher seat position than normal cars and lots of windows so you can look out better. There should also be a TDI (diesel turbo) version.
