Yes. The revenue model at present is to oversell Y by a long way and then upgrade as much as possible. Obviously when this happens they may offer cheap upgrades (such as those that are offered using online check-in to offer £250 u/g to W for instance). If the flight is not oversold in any class though I am not certain that you will be able to get a cheap upgrade.
For those of you that get upset about this - remember that the seat is only worth what the market will pay. If the only way to maximise revenues in these times is to do this then BA has no choice no matter what any of you think.
