As far as I remember all the major car rental operations suspended one-way restrictions after 9/11 since the FAA had grounded all flights. It was in an effort to get people home. I remember seeing on the news that rental agents were finding people heading to the same place and teaming them up in cars.
Also I did YVR-SEA a while ago and got a very reasonable one-way rate on a Ford Focus, with unlimited mileage and no drop fee.
