Based on my experience, Florida is one market, and as such there are no charges for in-state one ways.
Where as any rental out of DCA does accrue mileage charges regardless of your AWD. (well at least the ones I have access to)
Someone posted here before that Florida state law prevents agencies from charging one-way fees on in state rentals. I forget who it was, but it was in the last 6 months. If you're really interested, I'm sure Google will find it.
