You won't need an international License in Germany; it's the same story for us in the US where you can read that an IL is suggested - but during the past 20+ rentals they never wanted to see it...
Don't be afraid. Change-Overs are widely done and accepted. As mentioned before, try to see a large airport location with a large selection of available cars.
