In this case, I would say that $700 is enough to get me on KLM/NWA.
My main program is United, so I do like to fly with them even if it's at a slight premium, but in the end mileage programs are about accumulating value to offset the cost of my wanderlust. FRA-CID is about 9000 miles, which has a real world value of $90 to $270, depending on redemption. I'd pocket the $700, dump the KLM flight in my AS mileage plan (another click towards a free ticket to Hawaii), and look forward to a massive UA mileage run later on, like a two day SEA-SYD run where I'm earning 1P and 21kRDM for the same money.
