Well, notwithstanding that 1 cpm (cent per mile) is an atrocious redemption rate (even though it may be the only option available to you given that you may not live near Amtrak service), I would be hesitant to get the Budget gift card without seeing the terms and conditions on the certificate itself. I would not be surprised at all if the restrictions prevented you from using it on anything other than a special rate code booked with perhaps a code from the certificate.

Unfortunately, AGR's customer service is currently clueless since Amtrak just renegotiated the AGR operating contract with a new company based out of Canada. Still, I'd escalate the issue with them and try to get it up to someone who can perhaps physically go grab one of the certificates out of inventory and read the terms to you.

I'd also either pursue this matter via email or have them email you the answer so you have something in writing if things go south.

Do the same with Budget's customer service.

Perhaps attempt to contact Amtrak's corporate offices to get someone there working on your case. Even though Amtrak does not directly oversee AGR's day-to-day operations, someone there may be able to get the ball rolling for you, especially if you communicate your displeasure at the ineptitude of the new AGR contractor.
