I think you mean the bags will be tagged all the way but they will definitely need to claim any checked bags before leaving customs and then recheck them. While I have not arrived internationally at CLT I doubt it is different from any other international arrival in which you just drop your bags on a belt after exiting customs.
Are you sure?
I flew to EU and only had to clear customs at my last destination despite the fact that both FRA and LJU are within Schengen borders. But I never traveled through US so I don't really know if reverse is the same.
