I didn't have that happen to me when I rented from PDX in Nov. (long story made short, the airport had the best deal and since there was no conditions stating that I HAD to have an incoming flight I pounced on the deal...). I filled up at the Fred Meyer store in the Orchards area of Vancouver, WA, which is about 10-12 miles from the airport.
