Can't answer your question about the CDP, nor do I have the number you're asking about. I would suggest that you try calling the Hertz billing department in the US at 800-654-4173. They are always where I dial with questions and complaints.
Good luck. I normally don't bother with corporate and other discount codes but instead just use AAA -- since this always seems to get the best discount available. I've tried different CDPs before but AAA always seems cheaper no matter where in the world that I'm renting.
