It's not uncommon at all for baggage to go on an earlier (or sometimes later) flight than a PAX, even when the PAX meets all check-in regulations.
None of the US airlines have a strict PAX/bag matching policy when it comes to flying.
My initial flight was domestic, connecting to international at IAD. I could easily have made my flight to IAD, and had plenty of time for the bag to catch the international connection at IAD on the next flight. That was precisely what I said to the UA agent since I would have liked to keep my confirmed upgrade. The agent said that they are not allowed to do that. The tags on the bags must match the passenger's BP. Not saying that UA doesn't make mistakes and send bags on earlier flights sometimes. But the agents are not supposed to check the bags for a different flight than the passenger's BP.
