No. You can buy a ticket that's fully refundable and decide not to fly whenever you wish. You can buy it to get through the secure area only, and then decide later to really fly.

Yes, when doing this, you are subjecting the company to cost of the credit card fees, cost of the refund processing (minimal if you do it online) etc etc. And I would never advocate buying a fully ref. ticket and then using a high class departures lounge, as some morons somewhere did.
