My experience was that when I made a domestic connection at GRU, I had to do immigration and customs there at GRU. I happened to take CO to GRU (from EWR) and take GOL from GRU to GIG.

Every other time it's been with CO (IAH or EWR to GRU-GIG) and I cleared immigratrion and customs at GIG.
